<p><strong>From September 2010 to September 2011, the median sold price is up by 9% (but only based on &#8220;1&#8243; sale in September 2011 and GBRMLS stats contradict this trend big time showing major declines for 2011).</strong></p>

And, the number of foreclosures has also increased.  With fewer sales and more foreclosures, this increases the percentage of the number of sales as foreclosures.   </font></u></p>

<p>A recent home appraisal in and analysis of Plantation Park revealed this interesting finding.  From 2009 through 2011 Year-To-Date, the median sales price declined from $110,000 to $95,500 to $82,125 based on 2 sales into 2011.  Again, this is only based on 2 sales in the first 4.5 months of 2011.  However, in 2009 and 2010, there were 9 total sales in each year.  With only two (2) sales into 2011, it appears home sales are slowing.   </p>
<p>FORECLOSURES.  One statement I made in my report was this, &#8220;YES, REOs are a factor in this market as Plantation Park Subdivision has a history of REO Activity. According to GBRMLS, there have been &#8220;4&#8243; REOs in Plantation Park since 1/2010. AND, there are 4 REOs currently listed in there.&#8221;</p>

In 2009, there were 63 homes built with an average sales price of $142,655 or $101.69/sf.  In 2010, there were 32 homes built with an average sales price of $142,235 or $103.01/sf.  In 2011, there is one (1) new home for sale for $133,900 or $105/sf for 1,274sf. <p><strong>70706.</strong> For Zip Code 70706, home sales volume was up 30%, Average Sales Price was down 8% and Average Sold Price Per. Sq. Ft. was down 12%.</p>
<p><strong>70785.</strong> For Zip Code 70785, home sales volume was up 47%, Average Sales Price didn&#8217;t change and Average Sold Price Per. Sq. Ft. was down 3%.</p>
<p><strong>70754.</strong> For Zip Code 70754, home sales volume was down 37%, Average Sales Price was up 18% and Average Sold Price Per. Sq. Ft. was up 7%.</p>

Sold price per sq. ft. continues to decline from $92/sf in 2010 down to only $78/sf in 2011 rounded.  2011 represent 13 sales and only represent one quarter of housing sales numbers, not an entire year.</p>

Livingston Parish Fore closure Trends: 2009 2010 Foreclosure Sales Numbers!   2010 Foreclosures total 13% of sales YTD; 2009 Foreclosures totaled 9%, an increase of +2% since 2009.   7% of all Livingston MLS Listings are Foreclosures!  Foreclosures are negatively impacting this market.   <u><font color="blue">Where Are The Foreclosures Most Concentrated?</font></u>  </strong></p>
<p>The chart below represents the number of recorded Livingston Parish REO or Foreclosure Sales within the Greater Baton Rouge MLS (Multiple Listing Service), with the exception of Manufactured Housing sales.  Greater Baton Rouge MLS Areas for Livingston Parish are 80, 81, 82 and 83.   </p>

<p><strong>AREA 80 2010 FORECLOSURES.</strong>  In Area 80 in 2010, there have been 17 solds.  The vast majority of these foreclosure solds were &#8220;Rural&#8221; properties and 3 in Three Rivers Island.</p>
<p><strong>AREA 81 2010 FORECLOSURES.</strong>  In Area 81 in 2010, there have been 51 solds.  These foreclosures were concentrated in Acadiana Place, Easterly Lakes, Gravesbriar, Hidden Oaks Condos, Linda Lee, Richmond Place, Watson Little Farms, Wisteria Place and Wolf Creek Place.  Wisteria Place is no surprise to this appraiser for a development which has experienced marketing challenges since the beginning. </p>
<p><strong>AREA 82 2010 FORECLOSURES.</strong>  In Area 82 in 2010, there have been 21 solds.  The vast majority of these foreclosure solds were &#8220;Rural&#8221; properties and 2 in Spring Lake.  There were 1 each in Lakes at Fennwood, Lakeview Acres, Live Oak Landing, North Walker Estates, Park Place, Peaks Crossing, Shalimar and Tall Oaks.    </p>
<p><strong>AREA 83 2010 FORECLOSURES.</strong>  In Area 83 in 2010, there have been 24 solds.  These foreclosures were concentrated in Forest Ridge, Plantation Park, South Point, Westminister Estates and Woodland Crossing.  There were 1 each in Carter Hills, The Cove, Falconcrest, Quail Run Acres, South Haven and Stone Hill.</p>
<p>Let&#8217;s put these foreclosure numbers into perspective!  In 2009, there were a total of 1,193 sales.  103 foreclosure sales in 2009 represents 9% of total sales.  In 2010, there have been a total of 877 sales.  113 foreclosure sales in 2010 as of 9/30/2010 represents 13% of total sales.  The projected number of reo / fore closures at end of 2010 is approximately 143.</p>
<p><strong>There&#8217;s A Major &#8220;Caveat&#8221; with the numbers below!</strong>  Based on a 13% REO sold rate, which does appear to be an indication REOs are negatively impacting this market.  It&#8217;s also stated here that an article (The Landmines Within by Michael Tarabotto <a href="http://activerain.com/blogsview/930436/The-Landmines-Within">http://activerain.com/blogsview/930436/The-Landmines-Within</a> ) stated that <strong><font color="blue">as much as 70% of REOs never make it into the MLS &#8211; Meaning that it might be impossible to know or state the exact # of competing REOs if they&#8217;re not being listed and that the foreclosure problem could be larger if up to 70% of REOs aren&#8217;t being listed.</font></strong>  MLS is reporting 71 current REO listings for all Livingston MLS Areas out of a total 962 total listings.  So, 7% of all Livingston MLS Listings are Fore closures!  </p>

<p>I just completed a refinance appraisal in Watson&#8217;s higher end Easterly Lakes Subdivision and my, my was the market research an eye opener. As of 9/18/2010, the Post Hurricane Katrina Median Sales Price Highs from September 2007 have declined 14%. Just since 9/2009, the median sales price has declined approximately 8%, see the chart above. Not only that, but my search of GBRMLS revealed 3 REO or Foreclosure sales and 1 REO Listing and 1 Short Sale Listing. This is a partial market condition statement I made below within my report:</p>
<p>&#8220;Based on 6 2010 Sales in Easterly Lakes, 2009 vs 2010, the average and median sales prices are both down as is the average sold price per square foot. The average sold price is down from $230,300 to $201,200. The median sold price is down from $220,000 to $211,500, a -3.8% decline. The average sold price per sq. ft is down from $111.81/sf to $101.08/sf. Year to date, there have been 6 sales versus 13 in 2009. The average days on the market has increased from 62 days in 2009 to 83 in 2010, but still under a 90 day market, which is good news.&#8221;</p>
